New Features:
-Added option for controlling if a HPGL file should be loaded and displayed using the paper size if it's defined (using the PS command). The option is located in the Tools->Options->Advanced dialog.
-Added option for keeping center when zooming with the mouse wheel. The option is located in the Tools->Options->Advanced dialog.

All drawing scales are now stored in a separate text file that can be edited by user. The file is named ViewCompanion.scl and can found in the same folder as the executable.
